On April 23, 2014, deputies were dispatched to an address on Springfield Drive to assist Child Protection Services. CPS received an allegation regarding a sensitive incident between an adult and a juvenile. A caseworker was removing an 11-year-old female victim from the residence as a result of the accusation. During the course of the investigation, the victim stated that she met the defendant, Phillip Velasquez at the beginning of April 2014. The victim further stated that the defendant along with his mother and father moved in with her family. During the course of their stay, the victim advised that she and Velasquez started a relationship that turned sexual. She explained that they slept together in the same bed for three days. She stated that the defendant asked her several times to have sexual intercourse, and she was scared to say no.
The defendant was taken to the Sheriff’s Command Post to be interviewed by investigators. During the interview, Velasquez implicated himself in committing sexual acts, including intercourse, on two separate occasions with the victim. The defendant further stated that he knew the victim was 11 years old. Velasquez was arrested and transported to the Vanderburgh County Jail.
