At approximately 6pm on 12/21/2015, Deputies received information that Dr. Joseph L. Rayburn was in possession of various chemicals and materials that could be used in the construction of explosive devices. These chemicals included, but were not limited to; Sulfuric Acid, Magnesium Nitrate, Titanium Powder, and fuses. Addition information was obtained which led to the obtaining and executing a search warrant at 11550 Village Lane in Vanderburgh County.

Due to the nature of the incident, and the volatility of the chemicals present the Evansville Police Department Bomb Squad’s robot was utilized to make entry. Upon entry several containers with unknown chemicals were located. Since the material was in unmarked packages a chemical identification team from Crane Naval Depot was contacted to assist in the investigation. Surrounding homes were evacuated out of an abundance of caution.

Currently the VCSO, EPD, FBI, ATF and Naval personnel are on scene investigating. Scott Township and the American Red Cross are on scene assisting.

The bomb technicians on scene did remove 2 suspicious devices. They are still investigating what the contents of those devices were.

Charges are expected to be forthcoming as additional information is obtained.

Dr. Joseph Lee Rayburn, 66 Evansville

Charges:

Possession of Methamphetamine, Level 6 felony.

Additional charges related to destructive devices are expected.
