SUBJECT: Seatbelt Violation Leads to Felony Narcotics Arrest During “Click It or Ticket” Enforcement

On the evening of May 19, 2025, a Vanderburgh County Sheriff’s Deputy working a nationwide “Click It or Ticket” enforcement campaign conducted a traffic stop that resulted in the arrest of a driver on multiple charges, including felony narcotics possession.
The deputy observed a tan Chevrolet Silverado on Mesker Park Drive near Diamond Avenue. The driver, later identified as Adam Charles Woods, was not wearing a seatbelt. A traffic stop was initiated in the 3400 block of New Harmony Road.
During the stop, it was discovered that Mr. Woods was driving with a suspended-prior license. While speaking with him, deputies received consent to search the vehicle. During the search, deputies located a lunch box on the passenger seat containing a small black case. Inside the case were a hypodermic syringe, a white powdery substance, and a metal scoop. Based on the deputy’s training and experience, these items were consistent with narcotics use. The white powdery substance field-tested positive for fentanyl and heroin.
Mr. Woods was taken into custody and booked into the Vanderburgh County Jail on the charges listed below.
The “Click It or Ticket” campaign is a nationwide initiative funded by the National Highway Traffic Safety Administration (NHTSA) and administered by the Indiana Criminal Justice Institute (ICJI). The goal of the enforcement campaign is to reduce traffic injuries and fatalities caused by failure to wear seatbelts.

- Possession of a Hypodermic Syringe – Level 6 Felony
- Possession of Paraphernalia – Class C Misdemeanor
- Driving While License Suspended – Prior – Class A Misdemeanor
- Failure of Occupant to Use Seatbelt – Class D Infraction
